Council approves $6.64 million FAA‑funded runway construction contract for Enterprise Municipal Airport

The City Council voted to award the construction contract for the Enterprise Municipal Airport runway extension to S.A. Graham Construction for a total of $6,640,364.33, the winning base bid plus alternates. Council member (mover) presented the motion and it carried after a second.
City Engineer and Public Works Director Barry Mott said the project is nearly fully funded by an FAA Airport Improvement Program (AIP) grant. "The FAA grant that we received, that $6,800,000 worth of construction part was like $7,000,000 total project, which was 97.5% grant, 2.5% local match," Mott said, explaining that the city's share is a small portion of the overall contract price. Mott urged council to authorize the mayor to execute all construction contracts and related documents subject to city attorney review.
Council discussion clarified that the city’s exposure is limited to the local match (about 2.5%), while bids are solicited on the full project cost. Other bidders included Wiregrass Construction Company ($6,866,389.50) and APAC, Alabama Incorporated ($7,691,564). The motion to award the contract carried on a voice vote.
The contract award follows staff recommendation and engineer review; the city will proceed with contract execution and ensure required attorney review and compliance with grant terms.
