The policy clarifies priorities and adds language emphasizing the berm area between the curb line and adjacent properties; staff noted this is the first time the city is adopting a formal snow-removal policy and that it is intended to be adjusted as operational experience dictates.
"The sole purpose of the snow plowing policy is to help establish uniform definition definitions procedures concerning snow ice control operations throughout the entire city," the presenter said. Council members pressed staff about whether the city would take responsibility for downtown sidewalks and discussed hiring an additional seasonal employee and equipment. Staff noted the budget approval allows for filling the position and council voted to adopt the policy.
Council agreed to monitor the winter season and revisit staffing and scope after experience with the new policy; staff will track performance and bring any recommended changes to council for the 2025–26 winter season.
