Staff presented a resolution to delegate the city's cannabis and hemp registration process to Chisago County so the county would issue registrations and perform compliance checks on behalf of the city. Staff emphasized that local zoning limits would still apply and that the county's compliance would not permit operations outside city zoning designations.
"The county would then handle the registrations for the city of Lindstrom," staff said. Councilmembers asked whether registration fees and any local tax revenue would be retained by the county or shared with the city; staff said they would check and report back. Legal review and county administrator discussions were reported as completed during preparation of the draft resolution.
Council adopted the resolution to transfer registration authority and compliance responsibilities to Chisago County by unanimous vote. Staff will follow up to clarify revenue-sharing and registration-fee arrangements and return with any necessary contract or intergovernmental-agreement language if required.
