Commissioners asked the applicant to confirm adjacent land uses and any special use history; the applicant said the existing house had been granted a special use for a sober‑living facility (Bright Wing) but that a special use would not be pursued for the new structure. After discussion the commission moved to approve the rezoning and the chair announced the motion passed.
The approval was made with staff recommendations on subdivision approval if required and standard plan review. The matter will proceed to the necessary recording and permitting steps before construction.
