Napa County launches RISE pilot to engage people with substance use disorders before formal care

Joseph Hallett, Assistant Director of Health and Human Services and Interim Behavioral Health Director, told the Executive Committee that the RISE Program has launched as an early‑intervention substance use disorder (SUD) engagement pilot. He said the pilot is operating at the Crisis Stabilization Unit (CSU) and in partnership with Probation to connect individuals with treatment services before they enter formal care.
Hallett described RISE as an early engagement strategy intended to reduce gaps between crisis encounters and entry to sustained treatment. He noted the pilot status is intended to inform whether the model should be scaled and how it might integrate with other county services.
