Commission forwards zoning text changes allowing limited carports in manufactured‑home parks and clarifying ADU rules

Ryan, a city planning staff member, reviewed a package of zoning ordinance edits intended to correct scrivener errors and add limited flexibility for current needs. Among the notable changes, staff proposed allowing carports in manufactured‑home parks subject to safeguards to prevent conversion to outdoor storage. Ryan said the city is also conforming accessory dwelling unit (ADU) language to recent state code changes and that some ADU limitations were clarified (including allowing certain detached ADUs to be part of a detached garage).

During public comment, Tanya Fortney introduced herself as a resident and manager of Golf E Mobile Home Park and said she was present regarding the carport provision. Commissioners asked staff to clarify whether ADUs must meet minimum living‑space and fire‑safety requirements; staff responded that ADUs are separately defined in state code and that building and fire codes set minimum sizes, egress and safety standards. A commissioner moved and the commission voted to accept staff’s finding and forward the ordinance amendments to city council with a recommendation for approval.

"I am a resident and man manager of Golf E Mobile Home Park, with regards to the carport section of the ordinance," Tanya Fortney said during public comment, offering to answer questions about the provision. The commission’s vote was procedural: it forwarded the proposed text amendments for council consideration rather than adopting changes at the meeting.
