Staff previews Park Street parking lot and plaza plans; no action taken

A project consultant presented the Park Street parking-lot and plaza plans, which include relocating a driveway closer to the bakery, paving an existing gravel lot, connecting roof drains to storm sewer, replacing a small water main and adding a southeast plaza that could be constructed of pavers or painted pavement as an alternate bid item.
Staff discussed undergrounding utilities in segments, constraints along the north edge (limited ADA clear zone), a proposed land exchange to use part of the bakery property for a public pocket plaza, and a timeline to bid in March and award a contract in April for May construction. No council action was requested tonight; staff will return with final plan sets, cost estimates and design guidelines in early 2025.
