Council adopts downtown facade materials standard to raise quality of new construction
Summary

Planning staff recommended minimum facade-material standards in the Central Business District to improve durability and downtown character. The code divides materials into three classes (Class 1: high‑quality durable materials such as brick, stone and glass; Class 2: mid-grade; Class 3: lower-grade materials) and requires a minimum percentage of Class‑1 materials on front facades (50%) while limiting Class‑3 coverage to 10%.
Staff emphasized the standard applies only to new construction or additions and will not force existing buildings to be retrofitted to compliance. Council asked about nonconforming situations and staff noted nonconformity rules allow like‑for‑like replacements and permit the zoning administrator to approve minor deviations during plan review. Council approved the ordinance and authorized summary publication on a 4–1 vote.
