Lindstrom council adopts zoning standards for cannabis and hemp retail, 4-1

Planning staff summarized state changes allowing adult-use cannabis and low-potency hemp products and recommended local code changes that limit location, hours and operations. The draft would restrict cannabis retail to certain zoning districts, set buffer distances (state maximums with a reduced 300‑foot buffer from playgrounds/athletic fields in one place), and set retail hours at 10 a.m.–9 p.m.
The council discussed limiting retail to industrial/commercial parts of town but staff cautioned a strict geographic limit risks zoning out almost all sites because of park and daycare overlays. After debate, the council approved the zoning-text amendments and a summary ordinance for publication (20241120-O2) by a 4–1 vote. "If you don't do it by January 1, you're kind of leaving the doors wide open," staff warned, arguing it is safer to adopt a workable standard now and refine it later.
