Board approves $60,000 contract for phase 7 of cemetery headstone repairs

The Franklin City Board of Public Works and Safety voted unanimously Aug. 3 to award a $60,000 contract to A and H Contracting LLC for phase 7 of the cemetery headstone repair project.
The chair introduced the item and said the city has completed 612 headstones to date and "we've actually invested $258,000 in those headstones," and that the council has budgeted funding to address 150 more this year. Chip Horner, director of parks and recreation, told the board the city solicited three quotes but two bidders declined. "A and H Contracting was the lowest, most responsive bidder, and, they have done all the previous, phases so far," Horner said, recommending award to the company that handled earlier rounds.
A board member moved to award the contract as the lowest, responsive bidder; the motion was seconded and the board voted 'aye'. The board had discussed that some monument firms decline repair-only work because it is not large enough to justify bringing crews, a factor staff said affected the solicitation results.
The contract is for restoration and adjustments to headstones rather than total replacement in all cases, and Horner estimated additional phases over the next one to two years to address the remaining markers. The board took no additional action beyond approving the contract.
