Councilors approved ordinance 20-26-10 on first and second readings after staff described recent changes to the temporary uses and structures chapter of the municipal code.
Staff highlighted three key modifications since the March work session: a 200-day permitted carve-out for farmers markets, a clarified definition of farmers markets, and an exemption for city-sponsored events on city-owned property. The ordinance also clarifies that utility plans are required only when utility services are needed and explicitly allows temporary structures to be sited immediately during declared emergencies. After a public hearing with no callers, councilors moved and passed both readings.
Council discussion included how the 60-day limit for portable storage pods is tracked (staff said the clock typically starts when staff or a neighbor reports the item or when a right-of-way permit is issued) and a reminder that fences and retaining walls remain under separate review that staff plans to return to later in the year.
