Study: DeMarco Road at 362nd meets standards now, future improvements tied to development

Consultant analysis showed the DeMarco Road at 362nd Drive intersection currently operates within the city's performance standard (LOS C under the city's LOS D threshold). Ria of DKS told council the historical crash record at that location is modest (three crashes in five years) and the 2026 evening-peak counts demonstrate enough gaps for side-street vehicles to enter without long delays.

The study recommends lower-cost interim measures if needed as development occurs: separate left-turn and through lanes on most approaches, a rumble strip on the northbound approach to alert drivers, an interim crosswalk at DeMarco, and sidewalks on the west frontage where none exist now. Ria said the intersection is expected to operate at LOS D or better through 2040 under the city's travel-demand assumptions unless a major change in development patterns occurs, and that many of the recommended frontage improvements could be conditioned on future development.

Councilors asked for follow-up information on warrants for a three- or four-way stop and on how projected development and the DeMarco extension would change traffic patterns; staff said those future-scenario analyses were part of the TSP-based modeling used in the study and that jurisdictional and right-of-way issues will need follow-up.
