The presenter told the committee the FY26 spending plan uses tentative EBF (evidence-based funding) figures because official EBF numbers had not been released. Staff said PPRT was scaled back from prior anomalous payments and the district conservatively reduced the projected PPRT by about 10 percent; the presenter noted this conservative approach preserves reserves.
Staff also said the district remains in tier 1 adequacy (cited as roughly 72 percent) and that moving out of tier 1 would require a future referendum. "We cross our fingers and hope that EBF continues... but I don't see the state funding us like they have in the past," the staff member said, expressing caution about future state support while highlighting the district's rainy-day fund as a buffer.
