Superintendent: district budget in the black overall, but life-safety and tort funds large; EBF status changed to tier 2
Summary
Superintendent told trustees the district's overall budget is positive heading into the year, highlighted large balances in specific funds (IMRF, Tort, Life Safety) and said the state now lists the district as evidence-based funding 'tier 2', which reduces state aid compared with tier 1.

Superintendent briefed the board on the district's budget outlook, saying the district is projected to be in the black overall but that several restricted funds remain large due to designated projects.
"We are now tier 2, which is awesome," the superintendent said when describing the district's move in the state's evidence-based funding classification, then explained that tiering reduces some state aid and affects projected revenues. He noted the district's total account balance at the end of July across accounts was reported in the treasurer's report and that certain funds (IMRF, Tort and Life Safety) carry large balances because of constraints on how those funds may be used.
The superintendent described a planned $170,000 reallocation for buses (about two buses' worth of funding) and said CPPRT distributions had increased slightly, helping debt coverage. He explained levy mechanics and how the district projects and adjusts the levy using EAV and CPI figures, telling trustees he makes preliminary projections in November and final adjustments in March before the first payment of the fiscal year.
Board members had questions about allocations across funds and the superintendent said he would present a more detailed budget presentation in December. The board did not change levy figures during the meeting.
