County approves conditional use permit for manure basin, sets monitoring and safety conditions

Rebecca said the application is for 295 animal units and walked through the seven statutory criteria in the county zoning ordinance, concluding planned setbacks and utilities are consistent with the A‑1 agricultural district. Conditions recommended by the planning commission and included in the CUP require the applicant to maintain a feedlot permit from the Minnesota Pollution Control Agency, follow state and federal manure‑management requirements, adhere to final engineered construction plans, submit as‑built drawings and certify base/liner seepage rates before introducing liquid manure, maintain a groundwater lowering tile system and provide access for environmental monitoring, and install safety fencing around open basins to protect people and wildlife.
The board voted to approve the CUP with the recommended findings and conditions; the record shows the motion passed with all members present voting in favor.
