County engineer reports paving progress; board approves $48,187.54 final payment to contractor

County Engineer Todd Grafton briefed commissioners on ongoing roadwork, detour impacts and sequencing of mill-and-overlay operations on County Road 18 and other county projects. He described how contractors milled and placed leveling courses on multi‑mile segments and explained detour routing through Hancock and Trunk Highway 9; he warned some confusion arises from navigation apps marking closed segments.
Grafton said county crews are coordinating with Burlington Northern for siding removal and replacement in Donnelly and named Joe Riley Construction as the paving contractor. "Burlington Northern does all the railroad work and we pay for the track and then Joe Riley Construction is doing the paving," he said.
Grafton asked the board to approve a final payment for the SAP projects to the contractor (recorded in the meeting as the Wavener Company of Herman) in the amount of $48,187.54. The board approved the final payment on a motion and voice vote.
Grafton also discussed shouldering, spot spraying and full ditch mowing plans for the coming weeks.
