Housing authority updates: Prairie Vista 48‑unit application, Donnelly house rehab and two HRA appointments approved

Jessica Kerwin, speaking for the Housing and Redevelopment Authority, briefed the board on current projects and board membership changes. "We currently have an application under review by Minnesota Housing for construction of a 48 unit income restricted, multifamily property," Kerwin said, adding that rental assistance is planned for 24 of the units and that a funding decision is expected in December.
Kerwin summarized progress on a project known as the Chicago project (expected to be wrapped up and listed for sale soon) and described plans for a Donnelly single‑family home — the city is donating a lot and the authority has engaged movers and contractors to place and rehab a transported house. Kerwin asked the board to approve two HRA appointments: reappointment of El Jean Larson (term through 07/31/2031) and appointment of Melissa Vincenzo Diaz with a term beginning 08/01/2026 and ending 07/31/2031. The board approved both appointments on a motion and second by voice vote.
Kerwin said the authority has retaken and improved its Minnesota Housing application score since the last funding round and is working with a consultant to strengthen the current submission.
