Parks staff and HCM presented the Soaring Hawk Park schematic design, describing a phase 1 focus area of about 24 acres and an overall master plan of roughly 50 acres. Marcus Graves said community engagement drove amenity priorities and that preservation of native scrub oaks and prairie landscapes was a central objective. "Out of all the cities and communities we've ever worked with, the city had the most participation," Graves said.
Design details include an artificial turf multiuse field configured for baseball, soccer, lacrosse and other sports, Musco lighting for the field, shaded dugouts and seating, six standard and two accessible pickleball courts, and a Soaring Hawk playground theme with hillside play and an accessible ramp. The project is split into four phases (parking/field; trails; courts; playgrounds/central facilities) with slide materials showing a total cost near $32 million; staff said phase timing depends on funding and council approvals.
