Resident Renee Roling-Warfield asked the council, "what the process is for the purchase of equipment? I don’t remember seeing anything about approving the purchase of this street sweeper, doesn’t it go through a committee?" The question was posed during the Finance report and drew a response from Mayor Carl Bates.
Mayor Bates replied that the procurement usually goes through a committee and said, "I gave permission to Alderman Elliott to bid through online auction and we will probably not do that again and if you read the minutes from the November 10, 2025 meeting, we discussed the issue." The minutes record the exchange but do not show any subsequent motion or corrective action related to the procurement process.
