Hutchinson said the plan documents existing conditions (transportation, utilities, special districts and school districts), integrates adjacent jurisdictions' land-use information where applicable, and will be updated annually per state law. She said Planning Commission will review and is scheduled to consider adoption on April 23; council would subsequently ratify any Planning Commission adoption.
Hutchinson emphasized the plan is an advisory land‑use tool that does not obligate the city to annex any properties but provides a technical framework to assess whether areas are physically and fiscally appropriate for future annexation.
