Mount Carroll approves flex days, declines 2026 COLA amid step-and-grade salary updates

Mayor Carl Bates told the council that "the COLA for 2025 is 2.5%." With recent steps-and-grades updates to the salary worksheet, the council agreed not to apply the COLA for the coming year. Alderman Jeff Elliott moved that the COLA not be used; Alderman Paul Kaczmarski seconded. The motion passed on a 6–0 roll-call vote.
The council also approved employee holiday scheduling and bonuses negotiated with staff: a flex day for full-time employees on Friday, Dec. 26, 2025 and Friday, Jan. 2, 2026, half days for Christmas Eve and New Year’s Eve, and a $50 bonus for each part-time employee. Alderman Kaczmarski moved to approve the employee Christmas bonuses and flex days; the motion carried 6–0.
