City Engineer Joel Brunton updated council on the Happy Canyon interchange project, introduced the Jacobs Engineering project manager and the contractor team from Kramer, and described environmental clearances, design advances and a phased construction plan intended to minimize traffic impacts.
Brunton said package 1 will build a new north bridge with limited traffic impact and that the project recently completed a 90% plan review. "We were actually able to get a little bit more than $11,000,000 from CDOT," he said, describing the state contribution and additional county and developer funds that reduce city and county outlays. Brunton added the city submitted a RAISE grant request (up to $8 million) and pursued a congressional appropriation; staff delayed ground‑disturbing activity to preserve grant eligibility where needed.
Brunton and Kramer staff described construction sequencing that will set long girders with cranes and require targeted night closures on I‑25, and they noted measures to avoid demolition over live traffic. The city plans public outreach (an early‑June open house) and is coordinating IGAs for maintenance and a 50/50 ongoing cost split with Douglas County once the state asset is devolved to local ownership.
