Engineers outline $2M–$2.8M rehab estimate, list critical pin and abutment work

HR Green engineers told Anamosa and Jones County residents on June 9 that a set of concentrated repairs — pin replacement and abutment stabilization — represent the most urgent costs to restore the Dillon Military Bridge for safe pedestrian use.
Melissa Clow of HR Green said ultrasonic testing and visual inspection of truss pins drove the critical cost items: “The pin replacement is estimated to be 1000000 dollars just in itself,” she said, adding that abutment repairs were estimated at about $250,000 and that bearings, deck replacement and other items add further cost. The firm’s earlier opinion of probable cost for full rehabilitation was updated during the presentation; after contingency adjustments the city has circulated figures ranging from roughly $2.0 million (engineer opinion) up toward $2.8 million in broader estimates previously cited.
Clow emphasized staging: some items (pin replacement, abutment repairs) could be prioritized to reduce immediate public-safety risk while fundraising and grant applications proceed. She also said the TAP trail grant already secured for site work could possibly be redefined to support a relocated or rehabilitated pedestrian connection, but that historic-bridge grant packages take time and are competitive.
Why it matters: the breakdown clarifies where the bulk of spending would be focused and what must be resolved to reopen the pedestrian crossing safely. The engineer’s itemization gives policymakers the figures needed to pursue multiple grant sources or to scope a staged work plan.
