Summary
The commission voted 3–2 to recommend both the cannabis code amendments (buffers, zoning assignments, hours) and the Central Business District exterior-materials amendments (facade percentages and transparency). Both measures will be considered by the City Council.
At the meeting the Lindstrom Planning Commission recorded two substantive recommendations to the City Council. For the cannabis and lower-potency hemp zoning changes, the commission voted 3–2 to forward staff's recommended use-table changes, buffer distances (including a 300-foot playground/athletic-field buffer), operating-hour limits for cannabis retail (10 a.m.–9 p.m.), and several new definitions to the City Council.
Later, the commission voted 3–2 to recommend exterior building-materials language for the Central Business District, including a 50% Class 1 material requirement for front facades (40% for side/rear) and minimum transparency standards (multifamily 15% front; other uses 30%). Both actions will go to the City Council for final consideration; staff will prepare the packet including suggested incentive approaches for facade improvements.
