Council declares city parcels surplus to allow marketing and potential sale

The City Council on Aug. 3 approved a resolution declaring a set of city-owned parcels surplus, directing Planning and Zoning to market buildable parcels and to speak with adjacent owners about nonbuildable side-yard parcels that could be transferred back onto the tax rolls.
Planning staff explained that declaring parcels surplus is the first step in a process that will include public notices, requests for proposals for buildable lots and individual ordinances for each parcel. Staff recommended leaving response windows open at least 90 days to secure robust proposals.
Alderman Florian reminded the council that city ordinances require seven votes to sell property and suggested reviewing whether the vote thresholds for buying versus selling property are set appropriately. Staff responded that parcel-specific ordinances will be the appropriate vehicle for including any sale conditions, liens or buyback provisions the council wants to require.
