Staff said the document is a menu of recommendations and includes an implementation matrix identifying responsible departments and potential funding sources (federal, county, CIP and grants) and asked the board to advise whether the commission should accept the plan as a guiding framework. After debate members voted to forward the plan as guidance and suggested that the commission prioritize a parking/traffic study and earlier implementation steps to address illegal parking and loading issues. "These are recommendations; funding or zoning changes would come back as separate, actionable items," staff said.
