Planning board holds orientation, reelects officers

The Planning and Development Board opened with staff orientation and a legal refresher before conducting officer elections. Cameron Palmer, the city’s Chief Planner, briefed new and returning members on meeting schedules, packet availability, quorum rules and communications with staff. He said agenda packets are posted 15 days in advance and urged members to reply promptly to clerk check‑in emails.
City Attorney Farosha Andashava reminded the board that the Sunshine Law and ethics rules apply whether the board is acting in a legislative or quasi‑judicial role and cautioned members that decisions must be grounded in competent, substantial evidence tied to the city code. "Boards don't usually get in trouble because they don't know a rule. They get in trouble because a rule got rusty," she said. The attorney also explained ex parte communications, conflict and motion language for findings and denials.
After the presentations the board proceeded to officer elections. A motion to renominate the prior slate — Joseph Stadlin as chair, Steven Morales as vice chair (in absentia) and Bob Glickman as secretary — was seconded and carried in roll call, and the chair resumed the meeting. The board then approved the prior minutes following counsel’s explanation of why a prior 3–3 tie left an earlier variance application pending.
