The City of Hays on July 9 approved Resolution No. 2026-011, authorizing staff to take the necessary preparatory steps to offer for sale general obligation bonds and/or temporary notes to fund Tallgrass Phase 4 infrastructure improvements and permanent financing for Exit 161 infrastructure work.
Kim Rupp, Director of Finance, told the Commission that these actions are needed to provide an orderly plan of finance for the City and that "state law and capital market structures require that City staff and the City’s advisors take various actions prior to the City offering any of its general obligation bonds or temporary notes for sale," listing publication requirements and offering‑document preparation among the steps. The resolution delegates authorization to complete those preparations so bids can be received when the City and its advisors are ready.
Commissioner Sandy Jacobs moved and Commissioner David Vilaysing seconded approval of Resolution No. 2026-011; the motion passed on a unanimous recorded vote.
