Hays awards $254,640 sewer lining contract to Mayer Specialty Services

The City of Hays on July 9 authorized the City Manager to sign a $254,640 agreement with Mayer Specialty Services of Goddard, Kansas, to complete sanitary sewer point repairs and lining work across the city.
Jeff Crispin, Director of Water Resources, told commissioners the 2026 Capital Improvement Plan includes the project consistent with similar work in 2020, 2022 and 2024 and that staff anticipated completing 1,943 linear feet of lining and 20 internal point repairs at multiple locations. Two bids were received; Mayer Specialty Services submitted the low bid of $153,140. "Staff has confirmed pricing for 35 additional internal patches," Crispin said, explaining how staff arrived at a recommended total project cost of $254,640 for 1,943 linear feet of lining and 55 total patches. The project will be funded from Water Reclamation Capital.
Commissioner Shaun Musil moved and Commissioner David Vilaysing seconded the motion to authorize the agreement; the motion passed unanimously. The minutes record ayes by Mayor Mason Ruder, Vice‑Mayor Alaina Cunningham, Commissioners Shaun Musil, Sandy Jacobs and David Vilaysing.
The contract award follows the city's multi‑year sewer rehabilitation program and is intended to address point failures and extend the useful life of existing sanitary lines. The city did not specify a construction start date in the minutes.
