During the citizen concerns portion of the meeting, Jim Heck identified himself and described a denied benefit for his late wife, a Vietnam veteran. Heck said the couple moved at the end of August and that, because they did not notify Woodbury County of the move before July 1, they were denied a tax benefit he said had been awarded by the government.
Heck characterized the denial as "a slap in the face to veterans" and said he and his wife rely on Social Security as their only income. The chair acknowledged the comment and told Heck the board would return to citizen concerns after the scheduled agenda item to allow him more time to speak.
