Council approved awards to four local contractors to complete restoration work on "Rachel at the Well," with a combined contract total near $90,892 for the listed vendors; project management and phased work schedules were described. Project staff said the price is substantially lower than a prior $815,000 bid and expects work to complete within a couple of months after plans are updated.
Assistant City Attorney Travis Carey told council that the prior bidder filed a lawsuit seeking to protest the procurement; the plaintiff filed an emergency motion for a temporary injunction that was heard earlier in the day and denied, allowing the council to proceed while the protest and any further hearings remain pending. Carey cautioned that the case is not resolved and further hearings could occur depending on the court schedule.
Separately, council approved a $1,882,135.69 contract with Stokes Marine Inc. for Toppin Street and Riverside Pier construction (ITB 25-042) and approved an amendment and supplemental task authorizations totaling $2,186,925.34 for Roberta Clemente Park Phase 2 with Wright Construction Group. Council discussed contractor scheduling, scope, minor contract language changes and maintenance budgeting for new parks.
