City to replace asbestos pipe, underdrains at water treatment plant; abatement planned

City staff told the board that asbestos cement pipe was found in the water treatment plant during planned filter underdrain replacement work and that a phased replacement and abatement plan is on the agenda.
Chuck Soules said the city has contracted Ross Construction for water-plant improvements, which include new lime and carbon feeders, piping gallery work, and replacement of filter underdrains. He said asbestos cement pipe was discovered and the city contacted B & R Insulation for abatement with a quoted price of about $19,000; Ross provided an estimate of roughly $173,000 to replace the underdrain system components for the filters.
Soules told the board the city has taken six samples; four have returned with nondetect results and two samples remain at the lab. He said the DNR was contacted and confirmed the city has taken appropriate steps. The plan is to replace filters in stages and confirm clean sampling before returning filters to service.
