Solomon Bumbu told the Public Disclosure Commission he is a first-time candidate and that his campaign had no fundraising or expenditures when staff detected missing filings. Bumbu said he saw a PDC warning email on May 26, registered that day and filed the C‑1 and F‑1 the night of May 27 before enforcement activity was initiated. "I acted in good faith, corrected the issue immediately, and now I am fully compliant," Bumbu told the commission.
PDC Chair Jay Leach found two violations of RCW requirements for timely candidate registration and financial disclosure and imposed a $400 penalty, suspending $200 on two conditions: payment of the unsuspended $200 within 30 days of the commission's written order and no further PDC violations for four years. Chair Leach noted the respondent's corrective action but said a full waiver was not available under the commission's guidelines. Staff had recommended a base penalty in the range established by WAC 390-371-143 for first-time filers who cured before the hearing.
