Staff noted ordinance 71-2024 initiated the SSA in December 2024, public hearings were held, and no formal objections were filed in the required 60-day period.
Staff said the village intends to split costs roughly 50/50 with property owners and will apply CIP funds and a DCEO resurfacing grant toward the village share. To reduce the burden on businesses, staff recommended delaying construction until early 2026 and completing the work in a single construction season. "This is our recommendation to approve this ordinance," staff said before the roll-call approval.
