Council authorizes $29,500 for additional PEC inspection services on Bellaire Lakes Phase 2

City engineer Anne Stevens told the council that soil issues beneath a box culvert at the Bellaire Lakes Phase 2 entrance led to multiple change orders and additional geotechnical work. PEC's geotechnical team recommended excavating down to the shale in one option; an alternative layered geogrid approach was also considered. Stevens said PEC performed extra observation and inspection services beyond the original contract and requested additional fees.
Stevens advised the council that KDOT treats openings wider than 20 feet as bridges, which triggers periodic bridge inspection requirements (she cited an inspection cost of about $1,000 where applicable). The council approved a work order with PEC — Work Order No. 26‑23 — not to exceed $29,500 for construction observation related to Bellaire Lakes Phase 2; the cost will be financed through bonds and spread as special assessments against benefiting lots. Councilmember Emily Hamburg made the motion, seconded by Councilmember Tyler Dean; the motion carried 4–0.
