Residents press for Right-of-Way policy review as town staff weigh equipment and bid timing
Summary
Residents raised questions about the town's Right-of-Way policy during public comment. Town Manager Barbara Hollerand and Public Works Director Wesley Blount updated the board on downtown-bid timing, a likely unrecoverable leaf truck, and the possibility of a December closed session with the town attorney.

During the public-comment period, three residents addressed the board about the Right-of-Way policy and offered congratulations on recent elections. Lila Lanier asked for an explanation of the Right-of-Way policy and Gale Spears specifically asked that the policy be reviewed; Joyce Johnson Toy offered congratulations to re-elected officials Mayor Chris Coats, Commissioner Monique Warren-Clegg and Commissioner Shirley Allen.
The manager and staff responded with procedural context in later agenda items. Town Manager Barbara Hollerand said the town attorney had identified a "gray area," which was the impetus for creating the Right-of-Way policy. In operational updates Hollerand said workshop notes would be distributed, the CPN Institute would be back Nov. 14, and that bids for the downtown project were due Nov. 20 though staff wanted to extend the deadline to allow additional contractors to bid. Public Works Director Wesley Blount said the leaf truck is likely not repairable and that he would check with nearby municipalities about rental options; Blount noted that leaves had been picked up every three weeks under the current schedule.
The minutes record the residents' requests and staff' responses but do not record any formal board directive to revise the Right-of-Way policy or a timeline for that review. Hollerand also asked that the board schedule a closed session at the December meeting to consult with the town attorney; the minutes record the request but do not show the board's action on scheduling the closed session.
