The Town of Coats Board of Commissioners approved the purchase of a pre-manufactured bandshell from ICON Shelter Systems for $119,809.09 on Nov. 13, 2025.
Town Manager Barbara Hollerand said staff wanted to secure a purchase order in advance of the project deadline of June 30, 2026 so procurement would not delay construction. "Knowing the deadline for the project would be June 30th 2026, staff was trying to work ahead and go ahead and get a PO for this item," the minutes record. Commissioner Marc Powell said he had researched the item and described the price as a "deal," and the board voted unanimously to approve the purchase.
The board recorded the MOTION and approval for the ICON Shelter Systems purchase without a separate recorded amendment or alternate vendor. The minutes do not include installation details, warranties, or the procurement contract number; staff retained responsibility for bid solicitation and scheduling of installation within the Downtown Square Project timeline.
