Commissioners debate consent-agenda practice after large solid-waste purchase; organics grant funds exhausted

Staff and other commissioners acknowledged the need to set a threshold and to keep Peggy and Carrie informed of expectations.
Separately, staff told the board that the organics grant funds referenced in earlier meetings have been fully spent: "The organics grant money is gone," one staff member said. Commissioners asked staff to report remaining grant balances and to track grant-funded purchases when considering capital decisions.
