Committee recommends Parks apply for $5.1M in state RCO grants for playgrounds, trails and boat ramp work

On Aug. 5 the Parks & City Light Committee recommended adoption of Resolution 32213, authorizing Seattle Parks and Recreation (SPR) to apply for seven Washington State Recreation and Conservation Office (RCO) grant applications covering six projects across five funding programs. The committee voted unanimously to forward the resolution to the full Council.
Interim Superintendent Michelle Finnegan and Deputy Andy Sheffer told the committee the package asks to pursue approximately $5,100,000 in RCO funding and includes applications for inclusive playgrounds (Judkins, Miller, Dr. Jose Rizal Park), Arboretum waterfront trail improvements, Walt Hundley playfield synthetic turf replacement and accessibility work, and planning/permitting for the Eddie Vine boat ramp adjacent to Golden Gardens. Sheffer noted RCO's match requirements and perpetual operation obligation: "By submitting the adopted resolution, we are acknowledging the city must provide the required local match and grant-funded projects must be operated and maintained in perpetuity as outdoor recreation."
Council members discussed district distribution of projects and accessibility upgrades, including ADA pathways and restroom improvements at Walt Hundley. Members praised SPR's grant team and highlighted community engagement and the "Elevate" design process for Jose Rizal Park. The committee recommended the resolution and SPR will submit applications by the Aug. 25 deadline; RCO rank recommendations are expected in late October and awards (dependent on legislative appropriations) in 2027.
