Christopher Capone, representing Stone Ledge Apartments LLC, presented a notice of intent for a multifamily apartment complex that includes work within buffer zones and substantial stormwater infrastructure. Capone described proposed stormwater measures including an infiltration field and a dry detention basin intended to capture roof and parking runoff and to meet 90% total suspended solids removal.
Jennifer, the town’s project reviewer, told the commission she and the peer reviewer (Gus Raposa) had identified multiple outstanding stormwater items (the peer review letter contains 11 comments). Jennifer said she did not think the commission was ready to approve the project because "there are substantial comments" including missing stormwater calculations and inconsistencies between plans and the stormwater analysis. Capone said his team has been in communication with the peer reviewer and has revised plans; he asked the commission to either vote or allow a continuance to permit a coordinated review session. The commission did not approve the project that evening and instructed the applicant to submit revised plans addressing the peer‑review comments before the next meeting.
Staff specifically asked the applicant to reconcile stormwater calculations, ensure inverts and plan pages match, and supply any missing drainage numbers. The applicant committed to providing revised materials promptly so the work can be reconsidered at the next meeting.
