Who can join a VEBA MEP and how participation is decided

VEBA MEP participation is group-based: employers can permit eligible employees to elect using unused sick leave at retirement or unions can bargain for participation. IRS rules prohibit individual contributions outside these group mechanisms, presenters said.

Janice introduced the session topic and asked about enrollment. Brian explained that VEBA MEP participation is not an individual account you fund while working; it is established on a group basis.
"IRS rules don't allow you to contribute to a VivaMEP account on your own," Brian said, adding two common enrollment paths: an employer may allow employees nearing retirement to vote to place unused sick leave into the VEBA MEP, or a labor union may bargain for inclusion. He advised employees to check with their employer's benefits or payroll office to confirm whether that employer offers participation.
