Board approves personnel policies, reduces payment on John Blue House work and makes several appointments

The board approved policy clarifications for FMLA timing, holiday pay pay for first responders, a new animal accommodation policy (aligned with ADA guidance) and an updated disciplinary policy; Vice Chair O'Neal moved to approve all four policies and the motion passed unanimously.
Snead reported that a contractor on the John Blue House finishing work covered a French drain before staff could inspect it. She offered three options and the board adopted Option 2: reduce payment because the drain could not be inspected. Comm. Shelley moved for the reduction; Comm. Ivey seconded and the vote was unanimous. The manager set an August 7, 2026 finishing date and noted a daily charge of $200 per day if the contractor misses the deadline.
The board also approved several appointments: April Pickney to the HHSA Advisory Board, Autumn Lauzon to the Scotland Memorial Library Advisory Board (with Richard Sexton considered for a future vacancy), and Joy Hine to the Zoning Board of Adjustment. The board unanimously approved surplusing the county bookmobile to the Rescue Squad at no cost.
No additional appropriations were approved at the meeting; the manager noted possible funding sources (general fund, inmate trust fund) for future projects discussed elsewhere on the agenda.
