Commissioners limit lots to one primary dwelling; rezoning for Campbell deferred to August

The Scotland County Board of Commissioners unanimously approved a text amendment July 6 to the county zoning ordinance changing the rule from allowing two primary dwellings per lot to permitting only one.
Zoning Official Brooke McQueen presented the amendment and said staff returned with the revised language after prior review. Comm. Edge moved to adopt the change; Comm. Shelley seconded and the board voted unanimously to approve the amendment.
Separately, a rezoning and a major‑subdivision application for applicant Bobby Campbell Jr. were put off to the August 3, 2026 meeting after public comment raised concerns about notification timing around the July 4 holiday. Citizen Ed Tatum said residents had been told the matter would appear on the August agenda and requested a delay so affected neighbors could attend; the board voted to table the rezoning (motion by Vice Chair O'Neal, seconded by Comm. Edge) with Comm. Ivey opposed to the delay.
The zoning text amendment will require staff to update ordinance language and follow any procedural steps for codifying the change; the rezoning and subdivision items will be republished for the August meeting as needed.
