Iroquois County ZBA hears evidence for two US Solar community projects; hearing recessed for public comment

The Iroquois County Zoning Board of Appeals convened Jan. 28, 2026 to hear testimony on two community solar conditional-use applications from US Solar and its subsidiaries, USS Satriales Solar, LLC and USS Venus Solar, LLC. Chair Wayne Wagner moved to consolidate the evidentiary record for the related cases; the board approved the motion by unanimous voice vote.
Taylor Canny, a senior project developer for US Solar, described US Solar as a developer, owner and operator of community solar projects with an Illinois presence and said the Satriales proposal would occupy about 19.9 acres and have a nameplate capacity of roughly 3.32 MW(ac). "We are 100% responsible for funding the 2.1-million-dollar upgrades to the electrical infrastructure which will directly benefit the surrounding community," Canny told the board.
Board members and staff questioned applicants on site-specific issues including drain-tile locations, landscape screening variances and battery storage. Ryan Magnoni, testifying for the applicant, said the company performed a ground-penetrating-radar drain-tile survey and submitted a Drain Tile Impact and Remediation Plan, and that US Solar aims to avoid existing tiles but will repair, replace or reroute tile if construction affects them.
Several members of the public questioned project impacts. Mark Rust raised glare and snow-drift concerns adjacent to the interstate; Magnoni said panels include anti-reflective coatings and that the arrays have setbacks from the right-of-way. DiAnn Matter asked about decommissioning cost estimates and when funds would be posted; US Solar's witnesses said an engineer cost estimate has been provided to the County and the company committed to posting decommissioning funds at the building permit stage, subject to county review.
With testimony incomplete the board recessed the hearing and set a continuation and public-comment session for Feb. 18 at 6:00 p.m. at the same location.
