Mount Clemens commissioners press for audits and public information on county Flock program

During the work session presentation, Mount Clemens commissioners pressed Macomb County Sheriff's Office staff for details about access controls, audits and how the public could verify appropriate use of Flock ALPR searches.
Commissioners asked whether audits were performed routinely and what would trigger a review. Lieutenant Justin Lock and other presenters said access is limited to authorized personnel, that searches require an incident or case number and a reason code, and that supervisors can review searches if a citizen complaint arises. "Access has been granted to limited authorized personnel only up to this point, and supervisors can review searches whenever there's concerns of abuse or it looks we had a citizen's complaint," Lock said. Presenters also acknowledged they had not yet instituted recurring formal audits and agreed commissioners' concerns about transparency were reasonable.
On interagency access, presenters said Macomb County participates in a network with many statewide and national agencies and approves peer agencies on a case‑by‑case basis; they stated ICE does not have access to the county's cameras while the FBI may have access when deputy task‑force relationships create that connection. Commissioners asked staff to pursue public‑facing contract and location information, and staff said they would explore posting maps, a FAQ and examples via the department's transparency dashboard and new sheriff app.
