Mount Carroll council approves audit, two ordinances, event road closures and small donations

The Mount Carroll City Council on Aug. 26, 2025 adopted the 2024–25 audit prepared by WIPFLI and approved a slate of ordinances, event road closures and community donations.
Council members recorded roll-call votes of five yeses and one absence (Alderman Jody Wolber absent) on multiple items. The council approved Ordinance No. 2025-08-05, which amends Title 8, Chapter 10, Section 4 of the city code to modify age and equipment requirements for non-highway vehicles; and Ordinance No. 2025-08-06, which adds a subsection permitting first-floor apartments in the C-2 Downtown Commerce District by special use permit. The council also approved roadblock applications for Percy Fest (Sept. 13) and Pumpkin Fest (Oct. 25) and authorized small donations: $100 to the Mount Carroll Fire Department fund-raiser, $100 to the Mount Carroll Chamber of Commerce for Pumpkin Fest, and supplies not to exceed $100 to Carroll County Transit for its annual fall pork chop fundraiser.
The council accepted a single bid of $2,900 from Grant and Nancy Bandemer for the sale of property at 105 W. Washington Street; the mayor reminded the council the minimum bid was $2,000 before opening the single bid. Matt Schueler of WIPFLI reviewed the audit during the meeting and recommended approval. All formal actions were adopted by roll call.
