Community development staff reported completion of the 2025 Consolidated Annual Performance and Evaluation Report (CAPER) and said it was submitted to HUD on July 24 after a public comment period and a public hearing that produced no comments. Staff said: "We did not receive any public comments, and we submitted that to HUD on July 24."
Staff also updated commissioners on the urban-county requalification process: cooperation agreements had been approved by the board and sent to each local unit for signature, with one agreement still outstanding; staff said the deadline to submit all agreements to HUD is August 10 and expressed confidence they would meet it. Staff noted that HOME, CDBG and ESG funding levels for 2026 remained uncertain pending HUD grant agreements but expected funding roughly similar to prior years.
Staff reported progress on HOME-assisted housing (one final HOME-funded house sale with a purchase agreement in place) and on extending a TBRA contract with a local provider; staff said they were continuing reimbursement processing for ESG recipients.
