Board recommends rezoning of 501 West Comanche to mixed-use to clear sale hold

The Shabbona Zoning Board/Planning Commission voted to recommend that 501 West Comanche Avenue be rezoned from C2 (service retail) to MU (mixed use). Chair opened the public hearing and noted the application affects an existing multifamily apartment building that the board was told is currently unoccupied.
Staff and board members reviewed the property's history and zoning records. Staff said the building, likely built in the 1970s, contains about eight units ("four up, four down") and has been sold several times in the past; the current sale is on hold because "the lending facility said the zoning needs to match what it's currently being used for, and it doesn't," a staff member said. The board discussed the property's grandfathered status, whether multifamily is permitted under the proposed MU district, and how the map amendment would align with local code.
Board members worked through the written findings worksheet required for a map amendment, answering questions about reasonable return, neighborhood character and hardship. The motion to recommend the zoning map amendment passed on roll call with four yes votes; one member was absent. David Meyer said the board will forward its advisory recommendation to the village board for final action on Sept. 18.
The board did not adopt any additional conditions for the zoning map amendment; the village board will consider the advisory recommendation and any final map change during its review.
