Business staff explained the CEA calculation required by SACS and said Loma Prieta's classroom-expenditure ratio came in at roughly 50.99%, below the 60% threshold for elementary districts. Staff noted the calculation excludes restricted funds that include teacher salaries and that the county historically grants exemptions when districts cannot meet the formula without undermining reserves.
The board voted to approve filing an exemption application, with members noting the district has not been denied in prior years. The board then reviewed governance-handbook revisions (minor wording and organizational updates) and a set of CSBA policy updates; the board approved the second and final reading for the March and June updates and carried the consent agenda.
Board members requested that the parcel-tax and deferred-maintenance commitments be revisited during the budget-study process and asked staff to keep regular monitoring of reserve positions.
