County personnel asked the board to create two county positions in the Office for the Aging: a receptionist (CSEA grade A) and an aging services aide (CSEA grade B). The change will move two contract positions into county employment.
"We are taking the the next 2 positions and bringing them in house, so we won't be contracting for those positions in the future," the chair said as staff explained the rationale. At least one board member noted the potential added cost of benefits: "My understanding is there might be up to, like, $5,000 additional expense if the person that fills that position wants to have retirement benefit or...Health insurance." Staff responded that benefit elections drive the additional cost and that if a new hire declines health insurance the county could save money.
The board moved, seconded and approved both position creations. Personnel staff said the receptionist opening will support Hornell aging services specifically and that bringing the roles in-house is intended to improve continuity and service delivery.
